Work authorisation

Single permit for residence and work (Edinno razreshenie za prebivavane i rabota, ERPR). Issued by the Migration Directorate of the Ministry of Interior after a written opinion from the Employment Agency.

The employer or its authorised representative files with the Migration Directorate (regional MoI office). The worker can file personally only if they already hold a long-term residence permit. The employer must show it could not fill the job with Bulgarian or EU workers (job ads attached). Third-country staff hired in the past 12 months must not exceed 20% of average headcount (35% for small and medium firms).

How you enter the country

After the employer is told the opinions are positive, the worker applies for a long-stay visa type D at a Bulgarian embassy or consulate, within 20 days of that notice (Employment Agency page).

Processing times

The whole procedure should take no longer than two months, extendable by two months in complex cases. Stages: Migration Directorate forwards the file within 14 days; Employment Agency opinion within 15 days; State Agency for National Security opinion within 14 days; employer notified within 3 days. After entry, the permit decision is issued within 3 days of submitting documents.

Documents you usually provide

  • MoI application form (Annex 3a), signed by the employer too
  • Passport copy
  • Criminal record certificate (first application)
  • Proof of accommodation, where required
  • Diplomas or qualifications, legalised and translated
  • Fixed-term employment contract and job description
  • Employer's justification, job ad copies, headcount declaration and declaration on working conditions
  • Health insurance valid in Bulgaria for at least 3 months

After arrival

Within 14 days of entry on the D visa, the employer or representative goes with the worker to the Migration Directorate. They hand in a copy of the visa page and health insurance for at least 3 months. The EU Immigration Portal says the worker must also notify their address within 5 days of arrival. The employer informs the Labour Inspectorate within 7 days of the actual start of work. The permit is issued for 3 years, or for the contract length if shorter.

How Worrki helps

We confirm the job with the employer, coordinate the employer documents and check your package before you apply. You submit the application yourself and the authorities make the decision. See jobs and conditions in Bulgaria.
