Work authorisation

Right of provisional residence for work purposes (drept de sedere provizorie in scop de munca), for the 'immigrant worker' or 'migrant worker' category. Granted by the General Inspectorate for Migration (GIM/IGM), Ministry of Internal Affairs, and backed by a residence permit card.

The GIM document list starts with the 'beneficiary's application', and the GIM FAQ lists the passport used to enter Moldova. This points to the worker filing at a GIM one-stop counter for foreigners (Chisinau, Balti, Cahul, Comrat) with an appointment. The employer provides the employment contract. Salary must be at least 50% of the forecast average monthly wage for the year (GIM page).

How you enter the country

Nigeria, Kenya, Ghana, India, Philippines and Bangladesh are all on the MFA list of nationals who need a visa. Nigeria, Kenya, Ghana, Philippines and Bangladesh also need an invitation from GIM; India does not. Holders of a valid EU/Schengen residence permit or visa are exempt from the invitation, and Indian holders are exempt from the visa itself. The work visa is the long-stay visa D/AM, applied for at a Moldovan embassy or consulate. The MFA also runs an eVisa portal (evisa.gov.md). The visa form must be signed in person.

Processing times

Not stated for the decision itself. The GIM fee schedule offers application review in 10 days (169 MDL) or 30 days (90 MDL). A residence card for work purposes is made in 5 working days.

Documents you usually provide

  • Standard application form
  • National passport (original and copy of the data page)
  • Individual employment contract showing the monthly salary
  • Criminal record from the country of origin (or the country of 2+ years' residence), apostilled or legalised, translated into Romanian and notarised
  • Proof of housing: property register extract or registered rental contract
  • One 3x4 cm colour photo
  • For the D/AM visa: application form, passport issued in last 10 years, 35x45 mm photo, GIM invitation if required, the decision granting the right of residence for work, proof of funds (at least 30 EUR per day, minimum 300 EUR), criminal record, medical insurance of at least 30,000 EUR

After arrival

The worker files with GIM before the authorised stay ends. The English GIM list says at least 30 days before, the Romanian GIM page says 15 calendar days before. Late filing is fined. After approval, GIM issues a residence permit card, made in 5 working days for work-purpose holders. Extensions use the same list plus the current residence permit, without a new criminal record.
