Work authorisation
Work authorisation (aviz de angajare / aviz de munca) for a permanent worker, issued by the General Inspectorate for Immigration (IGI) within the annual Government quota. After entry, the worker gets the right of temporary residence for work, issued as a single permit (residence permit card), also by IGI.
The employer (or its legal representative) applies at any IGI territorial unit, or online through the IGI portal. The vacancy must not be fillable by Romanian, EU/EEA or permanent-resident workers. The employer must have done the relevant activity for at least 1 year and have no state debts.
How you enter the country
The employer sends the work authorisation to the worker. The worker then applies for a long-stay employment visa (D/AM) at a Romanian embassy or consulate, within 60 days of the authorisation being issued (EU Immigration Portal). The online form is filled on the eViza portal, but the applicant must also appear in person at the mission. Documents are shown in original and copy.
Processing times
Work authorisation: IGI decides within 30 days of registration, extendable by 15 days. Single permit after arrival: settled within 30 days, extendable by 15 days. D/AM visa: not stated on pages opened.
Documents you usually provide
- Copy of a valid passport
- CV and two 3/4 photos
- Signed statement that the worker is medically fit and knows basic Romanian or an international language
- Criminal record from the country of origin or residence, translated and legalised
- Diplomas or proof of qualifications (EU Immigration Portal)
- Firm job offer from the employer (plus employer documents: tax certificate, labour agency certificate issued within 90 days, job ad, selection report)
- For the D/AM visa: copy of the work authorisation, proof of funds, medical insurance, criminal record
- For the single permit: application, passport original and copy, proof of housing, medical certificate, employment contract, fee receipts
After arrival
The worker enters on the D/AM visa and signs the employment contract. They then apply for the single permit at the IGI unit in their county, in person or online, at least 30 days before the visa's right of stay ends. The right of residence for work runs for the contract length, up to 2 years per IGI. Renewal is due at least 30 days before expiry. A new work authorisation is needed to change employer.
